Hundreds of pages were devoted to regulating pharmacy benefit managers which drive up drug costs to consumers and line the pockets of insurance companies.

Why was that taken out? Did the elites demand it?

It doesn't take much to get angry disappointed democrats to erupt these days. The question is what the hell do democrats want? Do they want to spend billions on people who are in the U.S. illegally? Do they want to fund the manufacture of electric vehicles that nobody wants and only the rich can afford? Maybe the idea is to disrupt government as a gift to the incoming administration.
