No, they aren't. The geocaching data doesn't include phone numbers either. It includes NO identifying information. Nor does the Heritage Foundation claim that they linked the phone to Crooks by his 'phone number'.
If anyone could track anyone's cell phone geocaching data, the police wouldn't bother with warrants for this very information. Nor would they be seeking it from the phone carriers.
It would also be a stalking nightmare, as any abuser could just download anyone's location with nothing but their cell number. That geocaching information linked to a specific phone number is simply NOT publicly available.
Sure it doesn't... lol Advertisers track it all and target ads to your specific number. There are tech firms that do exactly that and sell the data to advertisers, they mine millions and billions of records, package it up by demographic, location, browsing habits, and sell it all to advertisers within seconds.
