Tell Captain Shithole that Congress does not negotiate with extortionists.

Then pass a bill stating that Congress is not commenting on the need for a Wall, but Trump can build what he wants for whatever he wants to spend. Take the threat off the table & place the responsibility on 100% on Trump. Let's see what happens.
