Nowhere compelling is just how University of California does it! Everyone gets the same kind of pay raise, a kind of usury in support of the gifted--who get paid. No one asks to put a security fence around it. The Moses Atrocity--of the educated man of Imperial Egypt--does not apply in California. Usury adjustments, possibly prohibited in ancient Israel following Deuteronomy 23:19-20, are not prohibited in California.

If recent current events were noted, then UC faculty get fixed percentage raises, even when the state has no money. For now California mainly has no water--and likely the UC Faculty have been able to adjust(?).
The subjugation brand of the Moses Atrocity, allegedly deity directed, is even plainly shown in Matthew 25:14-25. The Household has servants. The servants do not get paid, they get "entrusted." Two of them double the talents, and so are promised further subjugation. The field . . . . hand gets no such promise, who seems to have known the nature of the subjugated task. You bury the silver. Her Majesty's government and church, of all the English--at least in London--seem to understand how it applies worldwide(?)! Europe of course, understand its. Israel will be taking--none of the Syrians in. . . or however that is. . . .well. . .understood(?)!
In public university-world, mostly the usury rates comes from legislative edicts, and the Public University Trustees. Coincidentally, throughout history: These are subjugators. In public university-world, some of the money itself comes from taxpayers, and in California--in-state tuition, and shamelessly, more and more from out-of-state tuition. The California taxpayer, is now subject to the whims of admissions policy, assuring that their money goes to educated, everyone else!
"Smart" is like that, and so is debt. The Reagan Revolution took what deficit there was, and sent it off to the already prosperous, defense contractors instead. The Obama Stimulus took was deficit there was, and sent it off to the public employee union members in the bureaucracies a publically funded schools.
Anyone wonders where they got those kinds of ideas from?!?
Probably some kind of Western Civilization kind of bias is involved(?). . . .just sayin'
