The goal of effective Gerrymandering is to create voting districts that produce either 99.99% win totals for the opposition or a fairly dependable initial (50-60%) victory rate for the party in power. This should result in zero statewide victories by the opposition and an increasingly radical donor base to boot. A ratchet effect is the desired outcome since it further radicalizes the opposition and reduces turnout. But can this platonic ideal be achieved?
