Dean Rusk. That whole Vietnam War thing that happened on his watch and failure to bring USSR to bear down and pressure North Vietnam to accept peace terms. Something Kissinger later did do. But, as for Kissinger he helped get the U.S. off the Gold Standard and ended Bretton Woods agreement. So he ranks low as well. But Colin Powell being used as a tool by W. Bush at the U.N. also ranks near the bottom.
