PHOENIX - A U.S. federal judge on Wednesday ordered a monitor be appointed to oversee the work of hard-line Arizona sheriff Joe Arpaio to ensure that his officers no longer use racial profiling, especially of Latinos, when cracking down on illegal immigration.
