This week, a "new" initiative was announced, the essence of which is that the Russian army must cease its military operations in Ukraine.

But I personally already heard exactly this in February 2022; see the quote below about the start of negotiations between Russian and Ukrainian representatives, which took place in 2022 first in Belarus and then in Turkey.​

And what is the point for the Russian government to stop its army now when Kyiv does not agree to the conditions put forward by the Russian side?

This ceasefire will simply give Ukrainian troops the opportunity to break out of encirclement, rearm, and then, as in 2022, continue fighting.​

I think that, at this point, political considerations may outweigh military ones. This may be very tricky, since each side doesn't want the other side to be able to claim some sort of victory. Zelensky may have to resign to accomplish this.
