The savings is not from cheaper energy. The savings comes lowering an energy efficiency tax that we pay on our utility bill.

Yup...it's total bullshit to hide the fact that mass residents are being strong armed into buying solar through "green charges" on their utility bills. Even if you opt not to have solar panels put on your house You're paying for other people to do it. And you're right about the savings, the $500 million dollar reduction is a reduction in the planned lncrease not an actual reduction. The algebraic sum of all that activity is actually an increase.
