Perhaps, but my question was asked in the context of your comment:

“…if you need a teacher to send you a letter that little Johnny thinks he is a Jane, you may not be paying enough attention....”

So if parents pay enough attention and are aware that Johnny thinks he is a Jane, the law serves no purpose.
