Fortunately, President Trump's decision to strike partnerships with pharma companies, both established firms and startups, has helped swiftly compensate for the testing shortfall

The Trump administration has rolled back a Food And Drug Administration rule instituted by President Barack Obama that has stalled coronavirus testing at the state level.

The rule in question previously required state-run laboratories to only run medical tests pre-approved by the F.D.A.

After more than 3 years in office, these are the Trump era bureaucrats. If he lacked confidence in their operation and counsel, he had plenty of time to replace as he saw fit. Your dog will not hunt.
 
Obama botched everything....that is why Hillary never stood a chance....the people are not stupid.....enough of progressives and their ways....that we tried and it failed miserably....
 
In an investigative piece , the Washington Post laid out how the CDC, acting mostly independently of the administration and in keeping with the precedent for epidemic response, strung the White House along by claiming to ramp up testing while many of the tests were defective. But even as some labs figured out how to fix the defects, and others carried out testing on their own, the CDC remained inexplicably inflexible until suddenly admitting that it had been wrong, then promising to do better, once the demand for tests hit a critical apex.
 
Trump could not replace everyone that was in the government he inherited.
Ain't life a bitch. A shame to assume command without a magic wand or backed up by a staff you will listen to, that can evaluate, counsel and intelligently guide your policy (without getting fired for honestly telling you things you don't like, or jailed for lawlessness), to enable chief executive of administration to make necessary changes and better handle current events in light of real world realities, not just political exigencies.

No. Most of his white house staff has been tied up avoiding telling him things he doesn't like to hear to avoid being fired, avoiding doing things he tells them, that could be personally prosecuted for, and helping handle his political agenda. The CDC bureaucrats have been doing what they can with budget cuts, staff reductions and keeping heads down, to avoid being attacked like he did the National Weather service.

Actually most worked under the former administration.

Actually, most worked under several previous administrations, Democrat and Republica. But, if his staff lacked confidence in them, while exercising their executive branch over site duties for the president, they have had over 3 years to tell him and make changes. Republican administrations love budget cuts and staff reductions. The white house office on pandemic response left or were forced to leave, and his administration did not see fit to replace it, even with current history of dangerous recent epidemics. Not sure it was much of a priority with his administration. Amazing how reality can change your priorities, eh?

Trump could not replace everyone that was in the government he inherited.
It is in Schumer and Pelosi's best interests....NOT America's, that Trump fail.
The left is still blocking him and throwing obstacles in his way including not letting Trump
have the people he needs to fill long vacant positions.
