The purchase is on hold pending an investigation into Twitter misrepresenting to Musk the percentage of accounts that are bots. The speculation is he's trying to work out a better price after discovering this, as it lowers the value of the company when 5%+ of the accounts are bots that can't be monetized with advertising, etc.
