You can be on a surplus and never be in debt again, if you cut all welfare...Stop paying dumb fucks to sit on their asses, and soon they will be looking for a job, so they can eat, thus working provides more taxes, or those people will go out and try to rob someone, and get shot dead, thus removing them from the welfare roll.
