Looks like they want to empty country by country. Look at the costs:

Belgium Eurofants sold their Leopard Tanks for 15.000 € each

Now they want them back to give them to Zelensky and that will cost them up to 500.000 per unit. The tanks are in "european condition", aka not operational...
