The base of Facebook users is more than three times that of LinkedIn. In this case, facebook did not agree to any data transfers, but it is not blocked.
A simple solution ...
Officials who blocked LinkedIn, keeps all their photos of their cats and grandchildren in Facebook, and will not harm themselves. It's easier to pretend that Facebook is fine.

Right you are. There still exists this problem but thanks to policy of the authorities of the last 10-15 years this problem decreases.
Anyway last 2 years Russia has positive demographic figures while it was negative for more than 20 years before.
It only proves that today government is doing right.
