Honestly, given the uproar when cops justifiably take down blacks - they are accused of being racist - they are probably reluctant to take action that they would if the perps were white.

That may be, but seeing a cop getting their hair pulled in my opinion only says one thing. Attacking a cop will never make the situation any better, especially when they are trying to legally restrain whoever the original problem person is.
