Because all ongoing and future military actions (especially attack plans) are classified. Have you asked any military personal what will happen to them if they text messaged that information ahead of the action.

He probably wasn't reading from a document. He was repeating information he was given directly in real time. No time to produce document and have someone to mark it.
Hegseth was probably looking at the classified Air Tasking Order either on a printed copy or on his computer. And he copied that information into his Signal chat on his cell phone. He obviously knew this was illegal.

And if he was in a SCIF at the time, then he should not have his cell phone with him in the SCIF. That is also illegal.

If he was outside a SCIF, then he should not be carrying around a printed classified document like the Air Tasking Order with him.

Whatever Hegseth did to put the classified information into his cell phone, it was illegal....and he knew it was illegal.
