There are animal shelters in any sizable town that will take unwanted animals in.

That's the kind of thing that twisted, ill-bred children do.

I can't even tolerate people who dump their animals out in the country. My dog is a family member. I went out with someone once who took his dog out in the country and dumped him, and it made me sick to my stomach.
