A large federal bureaucracy cannot be controlled by political appointees, regardless of how much the appointees wish to change course or wish to make any other major change.

The permanent members of the bureaucracy desire to protect their rice bowls, and their fiefdoms, and they can and will thwart any effort towards any major change that might threaten their interests.

They are experts at delay, obfuscation and/or sabatage of policy changes, They are very secure in their jobs, and are very capable of deflecting responsibility for the fact that the policy changes are not going anywhere. Finally, the political appointees give up, and just ride out the remainder of their appointments.

Just one reason to oppose big government. The bureaucracy becomes an uncontrollable monster continues to grow bigger, stronger, and more dangerous.

The VA is an excellent example of the fact that the politicians and their appointees, only think that they are in charge. Twenty years later, four administrations, and the VA is the same organization that it was twenty years ago.
