According to Recovery.Gov, BYU has received a shade over 2 million dollars, not nearly 10 million dollars. At this link is the grants they were given and exactly what they were for: Where is the Money Going?

Generally it seems to be fairly high level science research on viruses and RNA. This whole thread is bullshit from top to bottom.
