They just had a hackers convention where they try to hack different things, some of which this year are U.S. voting machines. The government takes the time to go to these and recruit. Sadly the best hackers are often citizens who have no desire to work for the government.

That is no secret. The NSA and the Intel community is now aligned against it's own population. This does not bode well for the future of the republic and I can foresee a fracturing in the near future if the upper echelons of government continue to be protected from prosecution for their criminal behavior.
