That's NOT what they're doing. They controlling books about the lives of people who aren't straight, white or Christian. They banned Toni Morrison's "I know why the caged bird sings", on the shelves of the Naval Academy, but left Mein Kampf on the shelves.

They're banning books about Latino culture, black lives, slavery, even Jewish Culture. Any book which might cause white people to feel badly about being white. In other words, when white Christians behave badly, like slavery, no books on that. Fragile white children might have a loss of self esteem to learn their ancestors treated blacks as inferiors, and enslaved them.

House Bill 1375 states that each "occurrence of obscenity that harms a person, regardless of whether the occurrence is part of a pattern of conduct, gives rise to a separate claim for civil liability."

It's targeting books considered obscene that are available to minors. Some of these books they are wanting to limit, are indeed, obscene for children.
