Who alleges that the conversation/meeting was secret? All that's currently secret is the nature of what they discussed.
Indeed, that the conversation was held in the open, even though its subject matter was not and has not been disclosed yet, is a overt snub to the U.S.' European allies, which Putin/Russia is not, who've solicited U.S. aid in ostracizing Putin and to show the U.S.' solidarity with its long standing NATO allies.
