America already has good alternatives for locking up the worst of the worst. Guantanamo Bay is just as secure as Alcatraz.

The problem with Alcatraz and why it closed was because of the cost of maintenance and barging in fresh water was prohibitive.
As for Guantanamo in Cuba. The base and its prisoner holding facility aren't large. It wouldn't take many prisoners to fill it up.
