Japan caught up with Britain only recently on hate crimes. In 2016, the Japanese parliament passed the Act on the Promotion of Efforts to Eliminate Unfair Discriminatory Speech and Behaviour against Persons Originating from Outside Japan (known as the Hate Speech Elimination Act or HSEA). The Japanese far-right groups target ethnic minorities and illegal migrants who are mostly Kurds. British journalist Graham Phillips has been granted temporary asylum in Russia

British journalist Graham Phillips, who has been covering events in Donbass since 2014, has been granted temporary asylum in Russia, Interior Ministry spokeswoman Irina Volk said in her Telegram channel.

“My colleagues from the migration unit of the Oktyabrsky police department of the Luhansk People's Republic presented a certificate of temporary asylum on the territory of the Russian Federation to Graham Phillips, a well-known journalist and British citizen,” she wrote.

In 2022, Britain imposed sanctions against Phillips for “media content supporting and promoting actions and policies that destabilize Ukraine and undermine or threaten the territorial integrity, sovereignty or independence of Ukraine”. London's restrictions against the journalist include freezing his accounts.

At the time, Phillips himself said that the UK had no real reason to put him on the sanctions list. He compared this decision of London to the actions of “bandits of a banana republic”.

Phillips is a British citizen and used to work as a freelance correspondent for RT in Ukraine. During his work in that country, he was detained twice by SBU officers. In addition, in 2016, Phillips was detained by Latvian police officers during a procession of SS legionnaires in Riga.
