I agree with your point. Accepting this shooting as just part of life is one reason they continue. It is only the US that has so many mass shootings, school shootings, work place shootings and the like. Accepting it as inevitable is part of what causes it to go on and on.

Yes, of course. However you're looking at restrictions on freedom when a few people die because of terrorists, but no restrictions when 10,000 people die a year.....
