His point is that USAID does some good works, saves a lot of babies, etc. But that there is a large amount of abuse and waste with only about ten percent of the money going to the stated purposes, such as AIDS treatment for pregnant women (that's the baby saving part).

From his Op ED:

I’m a physician who was suddenly laid off from USAID last month after Elon Musk fed "USAID into the wood chipper." I should be livid about what Musk is doing to my former employer. But I’m not; I’m a whistleblower who worked at USAID for eight years, and Musk is (mostly) right about USAID’s dysfunction.

Musk colorfully said of USAID, "It’s not an apple with a worm in it; we have actually just a ball of worms." I suggest instead that USAID is better described as an apple that has become infested by worms. During my eight years at USAID, I worked with some wonderful colleagues and together we made real impacts, but we were too frequently undermined by a sclerotic and at times malevolent bureaucracy. USAID has many good apples, but also many bad ones who spoil the barrel, as I will detail below. In my opinion, the ratio of good to bad apples is approximately 1:1, so the decision to fire 97% of the workforce is overzealous.

The solution of getting rid of the name "USAID" and allowing the state department to handle the expenditures in foreign countries that taxpayers demand is the best way to prevent this kind of corruption and waste in the future.

Is anyone watching Fakes Nooz anymore?
I'm guessing that Cohen's former supervisors watched that interview pretty carefully, in preparation for their trial defense.

It makes perfect sense to have the State Dept. take over USAID functions since they were already handling humanitarian aid to some degree. Clear redundancy. Then add the discovery of the rampant corruption and funding of TERRORISM by USAID, it is a no brainer to shut it down.

The way the DNC has tried to subvert democracy by controlling the media is treasonous as we saw USAID being used to do just that.

In fact, the DNC against Trump and Biden to remove these elected officials from office is as also treasonous, and no doubt, if they take Congress back will attempt the exact same thing.

The DNC is out of control.

What he's saying rings true. And I'm very sure it's government-wide.. everybody knows about the $300 hammer in the $900 toilet seat. It would make sense that the Pentagon is not the only agency engaging in this kind of bullshit.
