If you are a School providing free and reduced lunches to poor children or a Food Bank helping people feed their families and you get $10 in support from the government. Say...

• Program A = $3.34
• Program B = $3.33
• Program C = $3.33

If they eliminate Program C, there are still "substantial financial resources" remaining, but your funding just got cut by 1/3.

Which is probably to the end of the fiscal year, as long as the continuing resolution goes through.

How do you know it's 1 Billion short of need? There could be $1 Billion left in the funding allocation of the first two programs. The article says they have plenty of money left.

The 3rd program would have ALSO ended at the end of the Fiscal year, like the others.

One of the complaints made by DOGE has been money allocated, but never given direction on where to actually SPEND, that then continues to carry over and over, due to the use of continuing resolutions over and over.

The Coast Guard is usually considered 5th, as it was called the Revenue Service I believe before it was the Coast Guard.

Space Force is really 7th, as the Merchant Marine while not combat, is uniformed, and was usually considered 6th.
