He's learned to call it "weaving", but all it signals is a badly disordered mind. Add the generalized ignorance, as described by many people who have had to work with him, and it's just a pointless exercise.

He's a big celebrity, though, and that's the top priority.

His immediate thought process is to figure a way not to answer the question. It's a learned response since answering directly is always embarrassing.

I think he knows he lacks the capacity to speak intelligently. So when he's confronted with a serious question, he impulsively does what you describe.
 
I'm hoping that once Trump is out of the limelight somebody will write a book about TDS as an intentionally manufactured socio-psychological mental disorder.
