All true, all true. But your use of the word force is what makes it wrong. I'm not saying that you can accomplish all of that without force but the fact that force is needed is what makes it less likely to succeed. Finding common ground where the races can mingle is much better because it originates from within ... and grows ... all on its own and it isn't even PR'd as anything to do with race. The force (you speak of) is grounded on race and evryone knows it.Education. Force educators to promote tolerance, to promote America as a multicultural society.
Make the US more equal. Try and get rid of inner city ghettos, make education fairer, make education more inclusive to people with different skills and abilities. Change education so that it's aimed at giving people the jobs they'll need when they get out of school.
Increase sports and other after school programs. London saw a massive drop in crime around the time of the London Olympics in 2012 because of the sport programs.
All of this will need a change in the electoral system so the politicians feel they have to do what's best for the voters, rather than what's best for those people who are feeding them dollars. That system is Proportional Representation.
EVERYTHING you said and suggest is true and necessary but it needs something else for it to suceed.
