A booming Montana city's struggle with homelessness is a warning

I had some transplanted woman in my AO ask me to donate towards a shelter in town and I told her, hell no, if you build it they will come.
Spokane is a prime example of which you speak. The city council spends more time catering to homeless and their problems than they do taxpayers. The answer seems to always be--Build another shelter. I hadn't heard of the problem in Missoula, but the outside money from CA and WA have definitely put real estate out of reach for native residents. It is criminal.
