Spokane is a prime example of which you speak. The city council spends more time catering to homeless and their problems than they do taxpayers. The answer seems to always be--Build another shelter. I hadn't heard of the problem in Missoula, but the outside money from CA and WA have definitely put real estate out of reach for native residents. It is criminal.I had some transplanted woman in my AO ask me to donate towards a shelter in town and I told her, hell no, if you build it they will come.
Or Grants Pass, ORCalifornia has the idea climate for the homeless population, so they should all be sent there.
