When Mexicans get into power they do it for the corruption. That's why the municipalities like Bell, California have their leaders behind bars. Mexicans like political corruption. They prefer it. It's comfortable. They've lived with it forever. You always know where you stand with a criminal government. Pay the bribe and get what you want. None of the building code crap. Just pay off. Get stopped by a cop, a few bucks greasing the palm and you can go on your way. No ticket. No points on your driving record. No bothering with a court case. It's easy.
