Your Fox News article is short on the details and facts....below is a more thorough news article on it.

Basically this judge and 9th circuit said the trump admin needs to allow all the refugees in the system ready to enter under Biden, and the Law, before Trump was inaugurated. Trump cancelled the U.S. Refugee program that we've had for decades, with an executive order on 1/20.....all those in the system, about 12000, have to be let in.

You can't change the law and terms for these refugees after the fact, after they were in the program under the law at the time.

Makes sense, it is the just thing to do.

It's unconstitutional to undermine the Executive branch's authority by using the judicial branch. Each branch of the American government sets their own due process rules. The Founders meant for them to not to interfere with each other regarding due process. It's hard to understand how our judicial branch got so corrupt as to ignore constitutional guidelines and do things like this and using lawfare to try to undermine a Presidential candidate.
