Or by public opinion; imagine a scenario where a blanket pardon is issued to someone who is later discovered to have committed egregious crime(s) that are covered under said blanket pardon e.g. "Our Ex-President unknowingly pardoned Joe Blow that has been sex trafficking minors across state lines", under such a scenario I believe the public backlash would be unprecedented.This may have to be settled by the Supreme Court.
