Obama got a big stimulus package to work on infrastructure. California has been the Dems' baby for quite a while now, so why all the neglect when the water level was low and it was easy to work on? Not Trumps fault here. Fixing one dam should be no problem at all for a Governor like Jerry Brown who has so much experience. He's very knowledgable about the California water storage systems, he's done a lot of work with that back in the 70s when they used to build dams here.

Let's take a look at the democrat run cities over the last 50+ years. Does anyone actually believe the democrats are actually concerned about solving problems? The problems and the perceived victims are how the grievance INDUSTRY works. No grievances, no donations. No donations, no power.

You make a good point....here's what I would agree to:

To prevent loss of life and/or to help make lives better after a disaster, like the dam collapsing - the federal government sees over all acts, repairs, and spending - Ca is not given any money, does not hold any cash. When the job is done, return to no funding until Ca complies with federal law.
