Every governors has control over their home State. They can create laws as long as it doesn't supersedes the Constitution. And they knows that. That is why they are doing this. It is to pander to those that opposes the second amendment. And it is to waste time on court proceedings that will put money into their pockets while draining the public. The tax payers paid for these hearings. Which they should have those that opposes the laws of the land to come out of their own pockets. Northam is limited to one four year term so he can initiate any ridiculous policy and not worry about his popularity or lack of it.
