Obama was the POTUS that Cali scammed on this one. He was lenient with them on more than one occasion with their loose spending habits because they promised him delivery of the rail....which apparently was never appropriately costed out.

To be fair California is not the only commonwealth/municipality that has such bad habits with federal cash....and a system needs to be built that holds states like this accountable.
