People care about the ways they avoid paying taxes on what they earn.

Congress controls the purse strings of how and where the people's money will be spent.

Nobody has been accused, but the only reason DOGE would be looking at members of Congress is because following the money was creating suspicions of who might be benefitting from that money. Feathering the nests of those with the power to direct the people's resources is certainly not efficient, effective government for the people.
