I agree that that last paragraph comes off as a bit of a nonsequiter so I followed the link to her original paper (which includes sources) and it looks like part of it was left out .

This is what she regarding the race of the perpetrators:

Also, according to the article they include "shunning" to get the conclusion they seem to be going for.
