supposedly to expand voting numbers, and basically "get out dat vote". Sounds innocuous, help them fill out the confusing forms, tell them where to go, all at the direction of federal department heads. This arrogant order assumes there is some king of vast secret impediment to voting and directs department heads to actively stimulate voters of color ( it doesn't specify what color) to register , something they presumably wouldn't do unless prompted by the people that send them their snap cards. There are filings in progress to obtain more clarification but remain open for now as to the extent of involvement.
