Yes. It works for regular people. It could work the same for the elitist class of government employees too.

Another option would be to pay them the average US salary for a particular occupation---not prevailing wage.

Another option would be to cut their salary 10% lower than the national average and encourage them to go get that higher paying job in the private sector since it is so much better.

I think that would encourage the dregs to continue to make gov't work less productive.
