People cannot haul freight across state lines if they are under 21 so they can't just go into truck driving from beginning
They can work other jobs until they reach that age, perhaps with a transportation company loading trucks. It's much more beneficial to work those three years and make money than it is making no money and even going into major debt. Trust me, I have a niece and nephew that did the same thing. My niece moved to Florida in her later 20's with her biology degree and was a waitress. My nephew lived with his mother in his early 30's until a wealthy Uncle of theirs passed away. If not for that, he'd still be living with her probably until his early 40's paying off school loans.
