Girlfriend of illegal immigrant claims illegal can't be arrested since they're not near the border

She complained about the cop pulling them over for not having a front license plate on their car since they had one on their dashboard. Based on a quick search, it appears that Texas law requires that a front license plate be fixed to the front exterior of the vehicle as well as the back exterior of the vehicle. Failure to have either one is probable cause for a cop to pull you over in Texas.
