Puerto Rico is like the scion of a wealthy family who foolishly runs up a mountain of debt, blowing through his generous allowance, then goes back to Daddy and demands that he be bailed out.

Barry should appoint Paul Krugman as the Emergency Governor of Puerto Rico and he can show them how to continue spending like drunken sailors, while claiming it's good fiscal policy. That should solve it!

A big part of the long standing problem is that Puerto Rico has an economy that exists separately from the US economy, but is tied to US economic policy. Their economy has been in depression for about a decade now, ever since the federal government eliminated tax exemptions for US businesses operating there. Overall, Puerto Rico has a give-little/get-little relationship with the US, but when the government started extracting more taxation from them things turned bad. The federal government has been a drain on their economy, and now stands in the way of letting them fix things.
