It won't because governments small and large have found out that the money from finies is to easy. You can complain and bitch all you want but this is a society that no longer believes in democracy. We would much rather have people run our lives than anything else. The politicians know this which is why they don't care what the people say anymore.

An alternate strategy may be to have the revenue from fines be given to the state or federal government. I doubt those cameras will stay in business much longer.
