There's no law against it. The transplant community, however, is not eager to use inmates' organs because of the high risk for disease environment in which the inmates live. Death row inmates, moreover, cannot donate. Thus, while inmates CAN donate, they typically do not.Prisoners have always been able to donate organs.
All true, but in the context of the OP, those things are immaterial.
