As long as they were off-duty...who cares?

Because they can be blackmailed.

So?

#1 - I was answering the question asked, not whether you cared about the answer or not

#2 - A lot of espionage was successfully done in the cold war because the Russians would investigate pasts and blackmail guards for things like being gay. State department officials hiring hookers and doing drugs is certainly no less black mailable than that. They have the choice of being private citizens an doing those things overseas where they are legal or working for the State department and not doing those things because they are reasonably counter to the interest of their employer.
