From listening to leaders of outreach programs in Texas, Dottie Laster and Kathryn Griffin,
trafficking is underreported because a lot of the crimes in jails are listed under other charges such as drugs, hot checks, or theft when the people are actually pimped by others. The pimps send their victims through jail to bail them out and keep them dependent financially while these victims take the blame for the crimes.

It's a lot bigger problem than our numbers show because of the masking going on.

I'm not surprised MindWars that the numbers jumped when systems were set up for victims to call in.

If you think about the trafficking victims enslaved in our jail system that doesn't distinguish the rape and kidnap victims from their criminals who put them there, also consider the taxpayers paying for this endless cycle of abuse that is never charged back to wrongdoers to pay us back for.

That's where Trump's idea of restitution for trafficking needs to be enforced. I agree we can pay for full border development (not just a wall but an entire series of campus towns and city states with military bases prisons and teaching hospitals and production jobs) by collecting restitution and/or credits for all the costs debts and damages from organized criminal trafficking, both of drugs and human slaves.

If their intent was "decriminalizing" the victims of trafficking, that's DIFFERENT from legalizing it.

This should be clear the point is not to charge victims for abuse they suffer, but SHOULD be to prosecute the ABUSERS not the victims!

I have put forth the idea before, that we need a third type of law besides just criminal and civil, that covers "abuses" which affect public health. So drug abuse/addiction, and sexual abuse can fall under laws against ABUSE to protect public health and safety.

Instead of mixing policies with civil and criminal (where the organized trafficking is still criminal), the sexual and drug abuse and addiction becomes a mental health and medical disorder requiring intensive treatment to cure the causes of, both mentally and physically.

So if liberals want to have universal care for all people, that would be a separate category for law, and not confuse with civil or criminal.

Maybe we need a separate system of representation and democratic process for these laws, so people can work out "social policies and programs" per state, and not backlog the current systems for external business that the govt is SUPPOSED to be used for.

Social programs should be under some domestic branch of law and govt that is more subjective and decided per district, where taxpayers have free choice to invest in social solutions they agree to fund, and not try to make or mandate one policy for the entire state or nation!

I said that because children no longer fear becoming prostitutes...you know, no consequences...more of them that are predisposed to that type of lifestyle (usually ones who have been molested, statistically born out) will OPT FOR IT.
