Years ago, on another board, there was a member on there who's pet peeve was people posting that word. I'd forgotten all about that because most people, except for shitheads, had stopped using it.
 
It was used to describe someone affected with impaired intellectual development. Obviously it is also used to demean and insult someone the problem is not the word but the context in which one uses it.
